JSRs are spec:s over a certin part of the java language.
They all have different numbers. Since you hang around here I guess you are interested in java for mobile phones.
That JSR is called JSR-118 and lists what is mandatory for a phone to handle if it calls itself a Java MIDP 2.0 phone.

Every JSR have a java doc. This is really good!!!! A java doc is a "manual" over every function in that spec.
The manual is normally in HTML and easy to download to youre local computer and then just surf with youre browser to the index.htm. It´s kind of self explaining from there.

Find JSR-118 here and start reading :-)
http://jcp.org/en/jsr/all

Other JSR:s may work in different phones but then they are not mandatory.

I´d read a book like http://www.amazon.com/Kicking-Butt-MIDP-MSA-Applications/dp/0321463420/ref=sr_1_1?s=books&ie=UTF8&qid=1280853388&sr=1-1 and along side with that study the javadoc. The java doc itself is no good school, it just gives you a list of what there is. Like a dictionary, but you have to know how to read, so to speak..
